ICT Issues in Malaysia

Fighting cyber terrorism

Malaysia very concern regarding the cyber terrosim, thus during the Prime Minister Abdullah Ahmad Badawi, he has approved a US$13 million grant to lay the foundation of IMPACT, a not-for-profit global organisation, to rally efforts from governments, the private sector, and academia worldwide, against the growing threat of cyber terrorism. IMPACT, or International Multilateral Partnership Against Cyber Terrorism, is the first global public-private initiative against cyber terrorism. It drives collaboration among governments, industry leaders and cyber security experts to enhance the global community’s capacity to prevent and respond to cyber threats. The start-up grant will be used to construct the IMPACT building in Cyberjaya, Malaysia, and operations are expected to start in December. The fund will also finance the infrastructure for the four centres of IMPACT: the Centre for Training &Skills Development; the Centre for Security Certification, Research &Development; the Centre for Global Response; and, the Centre for Policy, Regulatory Framework &International Co-operation.Currently chaired by the Malaysian PM, the leadership of the International Advisory Board of IMPACT will be handed over to other member countries after the initial three-year term. “From the standpoint of the Malaysian government, their contribution is a gift to the global community. Someone has to start. They feel they’re just giving the seed,” said Mohd Noor Amin, Chairman, Management Board, IMPACT.

Why i was forced to make this blog

Assalamualaikum ang very gud afternoon (i wrote this blog on 2:57 pm)...

This semester is my final semester (God Willing), and i have to take 5 subjects which i have no choice in order to finish my study. One of the subject is ICT Law and this is my main reason why i have to post this kind of posting. Actually, my point of view, as a computer science student, he/she should have create their own blog, the reason is to show that they are really computer science student which suppose to know everything about IT.
Blog is a new method in ICT in order to give our personal opinions, comment, issues and more. The number of blogger is going rapidly and they already shared their opinion, information, issues and more but be aware using blog has it own advantage and disadvantage based on blogger intention.
As a conclusion, for me they are no forcing to create my blog because i think it is useful to share something in global with no boundaries.

MIFI could trigger mobile WAN overload

With trends like app stores, MiFi services and the growing popularity of data air cards and 3G dongles, there's going to be a whole lot of traffic on these networks pretty soon. MiFi services handily allow multiple devices connected locally by Wi-Fi to share a single mobile WAN Internet connection. That way, they don't all need an air card and monthly data plan. The shared mobile connection, though, is at least an order of magnitude slower than each Wi-Fi connection. So this approach could cause an occasional wireless packet pileup.
Also, as you know, app stores are the "in" thing. Most mobile handset makers now have one and Verizon Wireless has announced one, too. Another is coming from Qualcomm Internet Services with its Plaza Retail app store later this year to support not only the company's own BREW mobile operating system but several others as well. Enterprises and landline operators have long had sophisticated tools to help them see what traffic is on their networks, then prioritize packets and apply other policy-based actions to them. They have also had the luxury of adding more network capacity and processing power as needed.
However, wireless spectrum is a finite resource, and each mobile operator is limited to an even smaller amount, which they license. So it would seem that mobile network management in true 3G/4G networks, where all traffic, including voice, is IP-based, will become quite important.

Qatar to provide financial aid to Gaza through Hamas

Qatar decided to provide 10 million U.S. dollars to help Palestinian unemployed workers and fishermen in the Gaza Strip, deposed Hamas government, which controls Gaza, said on Saturday. Qatar's prince, Sheikh Hamad bin Khalifa al-Thani, informed deposed Hamas Prime Minister Ismail Haneya of his decision during a phone conversation Friday night, said a statement by Haneya office. The cash support targets tens of thousands of unemployed workers who were affected by an Israeli siege on Gaza and the fishermen who could not work due to fishing restrictions imposed by the Israeli navy. The money would be paid through Hamas government. Israel imposed the blockade on the Gaza Strip when Hamas routed forces of Palestinian President Mahmoud Abbas and ousted his Fatah movement in June 2007.
Qatar is one of the few Arab governments that deal directly with the internationally-isolated Hamas administration.
Earlier, Haneya called on Egypt to ease the process of aid delivery to the Gaza Strip, especially food shipments, to meet the people's needs in the fasting month of Ramadan. "The Palestinians have the right to celebrate Ramadan like all other nations through the help of the Egyptian authorities," Haneya said. On Friday, Egypt seized a warehouse full of food stuff that was waiting to be sent to the Gaza Strip via a network of underground smuggling tunnels.@

Israel wants to restart peace talks from beginning

Chief Palestinian negotiator currently said Israel wants to restart stalled peace talks with the Palestinians from the beginning instead of resuming them from the last point they left. "The Israeli government rejects to restart the final-status talks from the last point they stopped at," said Saeb Erekat, head of negotiation department of the Palestinian Liberation Organization (PLO). He also said the Israeli government, led by hawkish Prime Minister Benjamin Netanyahu, rebuffs the U.S.-backed Road Map peace plan, especially the first phase of it which calls on both sides to take a series of steps paving the way for fruitful negotiations.
Meanwhile, Erekat said "The PLO seeks peace in accordance with the international legitimacy and law." The continuation of Jewish settlement in the West Bank -- in violation of the Road Map -- prevented the Israeli-Palestinian negotiations from making any progress. The Palestinian National Authority (PNA) insists that Israel should freeze all settlement activities on the occupied Palestinian lands and endorse the two-state solution.
